Proposal #110: GRC Proposal #4 - Restitution

Restitution for four validated GRC cases: epoch 272 devshard miss rate, epoch 267 failed cPoC Kimi shortfall, epoch 276 UpgradeProtectionWindow cPoC misfire (all three carried over from rejected Proposal 3 with proposal 67 overlap deductions kept), and the epoch 366 in-epoch SPRT false invalidation (direct victims only, per the GRC vote). Victim payouts are GNK vesting transfers; vesting per case equals the 180-epoch default minus epochs already elapsed since the incident. Committee bounties follow the GRC Memorandum (300/150 USDT per case, 300 USDT per proposal) and are paid in IBC USDT from the community-sale contract, as in proposals 60, 76, 99 and 103.
